Integrated systems testing is the step that decides whether a data centre, a hospital or a process unit can be handed over. It cannot be compressed, it requires people who have done it before, and the Gulf has relatively few of them.
Across the Gulf's construction and industrial programmes there is a shortage that does not appear in any market report, because the trade it affects has no product to exhibit.
Commissioning is the process of proving that installed systems work — individually, then together, then under the conditions they will actually face. On a simple building it is a few weeks of checks. On a complex one it is a discipline with its own engineers, its own documentation and its own place on the critical path.
What has changed is how much of a modern building is systems. A data centre is a power and cooling plant with computers in it. A hospital is a mechanical, electrical and medical gas installation inside a structure. An entertainment complex of the kind now being built in the Eastern Province combines an aquarium's life support, a cinema's acoustics, an attraction's control systems and a car park's smoke control on one building management system.
Proving that assembly works is not a matter of testing each part. Integrated systems testing exercises the interfaces: what happens on a power failure, whether the transfer to standby holds the load, whether the cooling recovers, whether the fire strategy does what the drawings say when a detector operates in one zone while a lift is between floors.
Three things make this scarce. It takes weeks that cannot be compressed, because the tests are sequential and each depends on the previous one passing. It requires people who have done it on that building type before, because the failure modes are learned rather than derived. And it happens at the end of a project, when any float has already been consumed by everything upstream.
That combination is why commissioning overruns are among the most common causes of late handover, and why they are so damaging: the client is ready, the building is visibly finished, and it cannot be occupied.
The Gulf's exposure is a function of what it is building. Data centres at several hundred megawatts, giga-project hospitality and entertainment assets, process plants and desalination capacity are all commissioning-heavy, and they are being built concurrently by a contracting population that mostly learned its trade on commercial buildings.
The facilities management case connects directly. A building commissioned properly, with the interfaces documented because a contract required it, is a materially cheaper asset to operate, and the operator inherits every shortcut taken at handover.
None of this was a headline at any of the month's exhibitions. It appeared in the quieter parts of the halls, among the controls, building management system and testing exhibitors, and it is where a large share of the region's delivery risk currently sits.
