Aramco's move into hard-rock mineral exploration alongside Ma'aden is the clearest sign yet that Saudi Arabia is running minerals, manufacturing and energy as a single strategy. The economics rest on cheap power rather than on ore grade, and the numbers being quoted are not all the same kind of number.
When Aramco and Ma'aden signed a shareholders' agreement in August to form a joint venture for mineral exploration and hard-rock mining, the most interesting thing about it was not the geology. It was the identity of the parties. Saudi Arabia's national oil company has agreed to take 49 percent of a vehicle that will look for copper, zinc, lead and rare earth elements across roughly 182,000 square kilometres of the Kingdom, about a tenth of its land area.
That is a long way from crude. It is also a fair summary of where Saudi industrial policy has arrived. Minerals, manufacturing and energy are increasingly being run as one problem rather than three, and the institutional evidence is in the org chart: mining does not sit in a ministry of mines, it sits inside the Ministry of Industry and Mineral Resources. Bandar Alkhorayef, the minister, has consistently framed the mining strategy as being about localising minerals processing and manufacturing rather than exporting ore, on the argument that the Kingdom's combination of resources, energy and location is only worth something if the conversion happens domestically.
The National Minerals Program, approved by the Council of Ministers in 2024, is written in the same register. Its stated objectives are supply security for industry: sustaining raw material supply, improving the efficiency of existing and future supply chains, securing the Kingdom's strategic mineral needs, and reducing the risk attached to Saudi investment in mines abroad. That is a manufacturing policy with a mining department, not the other way round.
The economic logic underneath it is energy. Saudi Arabia's comparative advantage in metals is not primarily its geology, which is prospective but still lightly drilled by international standards. It is cheap, firm energy — and the metals that matter most to the Kingdom are the ones where energy is the dominant input cost. Primary aluminium is the clearest case: smelting is among the largest continuous electricity consumers in any industrial economy, and Ma'aden's integrated complex at Ras Al-Khair, with an alumina refinery designed for 1.8 million tonnes a year, a smelter of about 740,000 tonnes and a rolling mill of about 380,000 tonnes, exists because of that arithmetic rather than because of nearby bauxite.
Steel is the second case. The integrated plate complex being built at Ras Al-Khair by Aramco, China's Baoshan Iron and Steel and the Public Investment Fund uses a natural-gas-based direct reduced iron plant feeding an electric arc furnace, a configuration the partners say cuts carbon dioxide emissions by up to 60 percent against the blast-furnace route. That design is only economic where gas is abundant and cheap. It is a decarbonisation story in the marketing and a gas-monetisation story in the spreadsheet, and both readings are correct.
Ras Al-Khair is where this shows up physically: roughly SR165 billion of cumulative investment, more than 90 percent of it private, concentrated in a single coastal city built around minerals processing, port capacity and power. The city is the strategy rendered in concrete — energy in at one end, metal out at the other.
The energy-transition connection runs in both directions. On the demand side, the minerals the Aramco venture is chasing, copper above all, are the physical inputs to electrification: grids, transformers, motors, data centre infrastructure. A country that expects hydrocarbon demand to flatten has an obvious reason to want a position in the commodities that replace it. On the supply side, the Kingdom's own build-out of generation, transmission and industrial capacity is itself a consumer of copper, aluminium and steel, which makes domestic production a hedge against its own procurement costs.
Where this gets misread is in the numbers. Three figures have circulated since January, and they are not the same kind of thing. Ma'aden has published a $110 billion capital programme across eight megaprojects over a decade, aiming to triple phosphate and gold and double aluminium. The Future Minerals Forum produced 132 agreements and memoranda with a stated value of $26.6 billion. The ninth exploration licensing round produced committed exploration spending of more than SAR671 million over two years. The first is a company's internal capital plan, revisable whenever prices move. The second is the aggregate face value of documents signed around a conference, a large share of them non-binding. The third is a contractual work commitment attached to named licences with a deadline. It is by far the smallest figure and by far the most reliable one.
The constraints are the ones the industry always faces, and they are unusually binding here. Exploration to production runs a decade or more, and the Saudi exploration effort is only a few years old, with national spending at about SAR1.05 billion a year from a base roughly a fifth of that four years earlier. Processing capacity has to be committed ahead of proven ore, which puts capital at risk before the resource question is answered — hence the reliance on state and state-adjacent balance sheets. And the downstream layer that would turn semi-finished metal into industrial value, the extruders, fabricators, coaters and component makers, is a different business from either mining or smelting, easier to build but also easier to compete away.
What Aramco's involvement changes is the capability question rather than the resource question. The Transition Zone the venture will work lies beneath younger sedimentary cover on the eastern flank of the exposed Arabian Shield, which makes exploration there a geophysics and drilling problem before it is a geology problem. Those happen to be the things an oil company is unusually good at. Whether that produces copper discoveries is genuinely unknown; the hit rate for frontier exploration under cover is low everywhere.
The honest reading of the past nine months is that Saudi Arabia has assembled the institutions, the licensing machinery, the industrial sites and the capital plans for a minerals-based industrial economy, and has not yet assembled many mines. The government values the Kingdom's unexploited resources at about $2.5 trillion. That will remain a geological estimate until ore mined in Saudi Arabia is being converted into finished industrial products inside it — the point at which minerals stop being an adjunct to the energy strategy and become part of it.
