The value excludes taxes and fees, the term runs twelve months from the effective date, and the company said the contract carries no preferential terms. Retal expects the project to affect its financial results as works proceed through 2026 and 2027. The agreement was signed on 17 August.
Two structural features of the transaction are worth noting, because both are common in the Saudi market and both change how the numbers should be read.
The first is that this is a related-party contract. Building and Construction Company is a subsidiary of Retal; Remal Park Fund is an associate. Work of this kind is disclosed to the exchange precisely because the arm's-length question arises, and the company's statement that no preferential terms apply is the standard answer to it.
The second is that this is the second package on the same project. Building and Construction Company signed an earlier contract worth around SAR 166m in March 2025 covering the skeleton structure works for the same development.
That sequencing is normal and it is informative. Splitting a building into a structure package and a subsequent design and build services package lets a developer start on site while the fit-out design is still being resolved, which pulls the programme forward at the cost of committing to a contractor before the full scope is defined.
It also tells you where the money sits in a commercial building. A structural frame at SAR 166m followed by design and building services works at SAR 268m puts roughly 60 per cent of the disclosed construction spend after the frame — in the envelope, the mechanical and electrical services, the finishes and the systems. That ratio is typical for offices and it is why services contractors rather than structural ones dominate the second half of a project's programme.
Al Khobar is the third Eastern Province commercial development to appear in the awards record within weeks, alongside Saudi Downtown Company's infrastructure package for its Al Khobar Downtown project and Kortech's mechanical, electrical and plumbing scope at Saudi Entertainment Ventures' entertainment complex.
Taken together they describe a city adding commercial and leisure floorspace at a pace that has not been typical of the Eastern Province, where development has historically followed industrial employment rather than leading it.
The twelve-month term is the detail a programme manager would look at first. Design and build services works across a commercial building in a year is a compressed schedule, and it only works where the structure is complete, the design is substantially resolved and the long-lead services equipment has been ordered. That the frame was contracted eighteen months earlier is what makes the number credible.
